Amends 10 O.S. 2011, Section 7505-4.1 to require affidavits documenting due diligence efforts when parental identity is established but location is unknown in adoption proceedings without parental consent.

Establishes 10 specific due diligence actions that must be documented in an affidavit, including certified mail attempts, contacting friends/family/employers, searching directories, using locate services and internet searches, checking utility companies, property records, court records, and other relevant searches.

Modifies 43 O.S. 2011, Section 105 to require similar due diligence affidavits when respondent location is unknown in dissolution of marriage proceedings, with the same 10 categories of required search efforts.

Allows service of notice by publication when due diligence is demonstrated through the required affidavit, streamlining the process for locating parties in family law matters.

Takes effect November 1, 2013.
