HB 1378 Summary

• All students in grades 9-12 in Oklahoma public schools shall receive instruction in cardiopulmonary resuscitation (CPR) and awareness of automated external defibrillators at least once between ninth grade and graduation, beginning with the 2015-2016 school year.

• School administrators may waive the requirement for students with disabilities, and parents/guardians may object in writing to exempt their child; virtual charter school students are excluded from the requirement.

• CPR instruction must incorporate hands-on psychomotor skills training and be based on nationally recognized, evidence-based Emergency Cardiovascular Care guidelines.

• School districts must ensure at least one certified teacher and one noncertified staff member at each school site receive annual CPR and Heimlich maneuver training; instruction may be provided by teachers, emergency medical personnel, or other qualified individuals.

• The State Board of Education shall establish a monitoring procedure; instruction is not required to result in certification; the act became effective November 1, 2014.
