Amends 68 O.S. 2011, Section 3603 relating to the Oklahoma Quality Jobs Program Act by modifying definitions and providing new provisions for proxy establishments.

Adds new definition of "proxy establishment" as a public trust organized under Section 176 of Title 60 of Oklahoma Statutes that benefits geographic areas where new direct jobs are created by branches of the Armed Forces of the United States.

Allows proxy establishments to qualify as establishments for purposes of the Oklahoma Quality Jobs Program Act and to receive incentive payments for new direct jobs created, subject to Department rules.

Requires proxy establishments to only provide Armed Forces employment data that would otherwise be publicly releasable by the relevant branch of the Armed Forces.

Becomes effective November 1, 2014.
