• Amends The Oklahoma Central Purchasing Act to remove restrictions on state purchasing card use for regulated utility services, allowing unlimited transaction amounts for utilities regulated by state or federal regulatory commissions, municipal ordinances, or Indian Tribal Councils.

• Authorizes the State Purchasing Director to use state purchase cards for acquisitions with no transaction limit for statewide contracts, regulated utilities, interagency payments, and professional services, while capping other purchases at $5,000 per transaction.

• Modifies utility service acquisition provisions to eliminate the previous restriction limiting certain utility purchases to the Department of Corrections only.

• Effective date: November 1, 2014.
