HB 1499 Summary

• Establishes the Oklahoma State Government Business Licensing One-Stop Program requiring state agencies to provide real-time licensing and permitting services through a web-based portal at Business.ok.gov

• Transfers the 2nd Century Entrepreneurship Center and all related assets and personnel from the Oklahoma Department of Commerce to the Information Services Division of the Office of Management and Enterprise Services

• Limits exemptions from web-based portal requirements to individual licensing processes only, prohibits exemptions on an agency-by-agency basis, and requires annual renewal of all exemptions

• Requires exemptions to be reported to the Governor and legislative leaders, and restricts eligibility to cases where documentation cannot reasonably be provided through a web-based system

• Takes effect November 1, 2013
