HB 1516 Summary

• Creates the "Oklahoma Crusher Act" establishing licensing requirements for businesses that crush or shred used motor vehicles, trailers, or nonmotorized recreational vehicles through the Oklahoma Used Motor Vehicle and Parts Commission.

• Requires crushers to obtain a license, maintain $25,000 in net assets, post a $25,000 bond, and meet good moral character standards; exempts licensed scrap metal dealers who crush vehicles only at their licensed locations.

• Mandates crushers obtain proof of ownership before purchasing vehicles and submit purchase reports to local law enforcement within 3 days, then hold vehicles for a 3-day period before crushing.

• Establishes criminal penalties including misdemeanor charges (up to $1,000 fine and 6 months jail) for operating without a license and felony charges for receiving stolen vehicles or using false identification in vehicle sales.

• Effective November 1, 2014.
