• Creates the Oklahoma Woody Biomass Energy Initiative Act of 2013 and establishes the Woody Biomass Energy Initiative Council with 14 members from various state agencies, universities, and industry sectors.

• Council terminates July 1, 2016 and must develop an Oklahoma Renewable Woody Biomass Energy Usage Plan including harvesting guidelines, environmental standards, funding strategies, and identification of suitable state lands for biomass production.

• Defines "woody biomass" as material derived from trees, shrubs, grasses, and woody plants, and authorizes the Council to apply for and utilize state and federal grants and renewable energy funding to support these initiatives.

• Contains emergency clause declaring the act effective upon passage and approval, with regular implementation beginning July 1, 2013.
