Authorizes the Oklahoma Corporation Commission to inspect public access compressed natural gas fueling stations, pumps, and related equipment including compression equipment and storage tanks.

Grants the Corporation Commission authority to promulgate rules necessary to implement compressed natural gas fueling station inspection and oversight.

Requires motor vehicle conversions to alternative fuels (compressed natural gas, liquefied natural gas, liquefied petroleum gas, hydrogen fuel cells) to be performed by certified alternative fuels equipment technicians.

Modifies tax credit provisions for qualified clean-burning motor vehicle fuel property to ensure equipment meets Federal Motor Vehicle Safety Standards or applicable motor carrier safety regulations.

Declares an emergency effective date for immediate implementation upon passage and approval.
