Amends 11 O.S. 2011, Section 55-103 to establish definitions of "amateur radio," "antenna," and "antenna support structure" for municipal regulation purposes.

Requires municipal ordinances regulating amateur radio antennas or support structures to comply with federal requirements under 47 C.F.R., Section 97.15(b).

Mandates that municipal ordinances allow erection of amateur radio antennas and support structures at heights and dimensions sufficient to reasonably accommodate amateur radio communications using only minimum practicable regulation.

Requires municipalities denying antenna application permits to state reasons for denial and bear the burden of proving on appeal that the denial is consistent with the bill's requirements.

Effective date: November 1, 2013.
