HB 1924 Summary

• Amends 19 O.S. 2011, Section 421.1 to authorize county commissioners to hold public auctions or use Internet auctions with online bidding in lieu of sealed bid procedures for selling county equipment and machinery.

• Allows county commissioners to use industry-recognized appraisal manuals or obtain quotes from at least two vendors to establish appraised value for items being sold at public auction.

• Authorizes county commissioners to solicit telephone bids for the removal of recyclable materials.

• Expands existing procedures for selling county real property by requiring certified appraisals, newspaper publication for two successive weeks, sealed bids, and the ability to conduct public auctions among bidders who exceed the market value.

• Becomes effective November 1, 2013.
