Defines "construction machinery" in the Oklahoma Vehicle License and Registration Act as machines/devices designed for construction, tree trimming, and waste maintenance that derive no revenue from transporting persons or property and whose highway use is only incidental.

Expands registration requirements to include construction machinery alongside existing categories (frac tanks, rental trailers, commercial trailers, semitrailers) requiring a one-time $40 registration fee and annual $4 maintenance fee.

Requires nonexpiring registration certificates and identification plates for construction machinery, with the plate remaining valid until the machinery is sold or removed from service.

Applies existing restrictions to construction machinery operators, prohibiting operation on state highways unless the pulling truck or truck-tractor is properly licensed under Oklahoma law.

Effective date: November 1, 2013.
