HB 1932 Summary

• Grants incumbent electric transmission owners the right to construct, own, and maintain local electric transmission facilities (69-300 kilovolts) approved in Southwest Power Pool transmission plans.

• Defines "incumbent electric transmission owner" as Oklahoma electric utilities, cooperatives, municipal power agencies, or municipal utilities that currently own transmission facilities or are developing them as of the effective date.

• Requires incumbent owners to notify the Southwest Power Pool within 90 days of receiving direction to construct, or they forfeit their right to build; allows SPP to reassign construction rights if owners decline or fail to notify.

• Permits equal rights to shared facilities when multiple incumbent owners connect to the same transmission line, unless they agree otherwise in writing.

• Effective November 1, 2013.
