Authorizes municipalities to collect unpaid solid waste and storm water drainage service accounts through a formalized process requiring at least 10 days' notice to account holders and property owners.

Establishes a lien procedure: after 4+ months of nonpayment, municipalities file a notice of lien with the county clerk, and if unpaid within 30 days, certify the debt to the county treasurer for collection as property taxes.

Requires municipalities to obtain mailed notice receipts from postal service; if account holder/property owner cannot be located, notice may be posted on the property and published once at least 10 days before any municipal action.

Provides account holders and property owners with appeal rights to the municipal governing body within 10 days of any administrative order; specifies the lien is coequal with ad valorem tax liens and superior to other titles and liens.

County treasurer collects a $5.00 fee per parcel; if unable to collect through tax levy, municipality may pursue civil action; severed mineral interests are exempt from liens; effective November 1, 2013.
