Removes the limitation on the number of bonds that a bail bondsman can write per year in their county of residence.

Allows bondsmen to write surety bonds in counties where they don't reside by filing a certified copy of their license with the district court clerk and paying a $10 fee per county.

Requires district court clerks to provide a list of authorized bondsmen to judges and law enforcement in each county.

Permits courts in counties without a licensed bondsman to set and allow bail without restriction.

Modifies bond renewal procedures to allow annual renewal of county filings and fees for bondsmen operating in multiple counties.
