Enacts the "Oklahoma Crusher Act" requiring persons engaged in crushing and/or shredding used motor vehicles, trailers, or recreational vehicles to obtain a license from the Oklahoma Used Motor Vehicle and Parts Commission.

Sets eligibility requirements including good moral character, minimum net assets of $25,000, and proof the business will operate lawfully; prohibits persons with felony convictions related to crusher operations and those deemed unfit by the Commission.

Requires applicants to file a $25,000 surety bond, provide business location and member information, maintain a resident agent for service of process, and pay annual licensing fees with renewals due by June 1 each year.

Mandates crushers verify ownership through certificate of title, notarized power of attorney, or bill of sale before purchasing vehicles; prohibits purchasing from persons under 18 or without photo ID; requires reporting purchases to local law enforcement within 3 days.

Establishes a 3-day hold period before crushing vehicles and prohibits right of title reassignment; becomes effective November 1, 2013.
