• Modifies definition of "motor vehicle" in 47 O.S. 2011 Section 562 to exclude all-terrain vehicles, utility vehicles, and motorcycles used exclusively for off-road use when sold by retail implement dealers.

• Establishes new "powersports vehicle" definition (motorcycles, scooters, mopeds, all-terrain vehicles, and utility vehicles) and creates "powersports vehicle dealer" license category in Section 564.

• Sets powersports vehicle dealer licensing fees at $300 initial and $100 annual renewal per manufacturer represented at each location, with dealers only required to sell specific types authorized by manufacturers.

• Removes duplicate "powersports vehicle" and "powersports vehicle dealer" definitions from Section 1102 (Vehicle License and Registration Act), consolidating definitions in motor vehicle dealer statutes.

• Effective date: November 1, 2013.
