HB 2070 Summary

• Creates the "Protection of Human Life Act of 2013" to regulate research involving human embryos outside the body of a female.

• Defines a "human embryo" as a living organism of the species Homo sapiens at the earliest stages of development, including the single-celled stage, that is not located in a female's body.

• Prohibits knowingly conducting nontherapeutic research that destroys or substantially risks injury to a human embryo, transferring embryos for nontherapeutic research, or using cells obtained from such research.

• Establishes felony penalties for violations, including incarceration for not less than one year nor more than life, plus a fine of at least $100,000.

• Becomes effective July 1, 2013, with an emergency clause for immediate implementation.
