Declares the Patient Protection and Affordable Care Act (Public Law 111-148) and the Health Care and Education Reconciliation Act of 2010 (Public Law 111-152) invalid, null, and void in Oklahoma, asserting they violate the U.S. Constitution.

Imposes duty on the Oklahoma Legislature to adopt measures preventing enforcement of the federal healthcare laws within the state.

Makes it a felony for any federal official, agent, or employee (or contractor) who enforces these federal laws in Oklahoma punishable by up to $5,000 fine and/or up to 5 years imprisonment.

Makes it a misdemeanor for any Oklahoma state or local official who enforces these federal laws punishable by up to $1,000 fine and/or up to 2 years county jail time.

Provides a private cause of action for aggrieved parties to sue those violating these provisions and declares an emergency for immediate implementation.
