Requires pharmacy benefits managers (PBMs) to obtain a license from the Oklahoma Insurance Department before providing pharmacy benefits management services in the state.

Mandates the Oklahoma Insurance Department establish licensure procedures including application completion, fee payment, and surety bond procurement, with authority to subpoena witnesses and information.

Requires PBMs to update maximum allowable cost (MAC) pricing at least every 7 calendar days, ensure drugs on MAC lists meet FDA equivalence standards, and establish appeals procedures allowing providers to contest rates within 10 business days.

Prohibits PBMs from requiring provider accreditation or licensing beyond what the State Board of Pharmacy requires and mandates PBMs provide covered entities information about pricing differences between amounts paid to providers and amounts billed to the covered entity.

Takes effect July 1, 2014, with emergency declaration allowing immediate enactment upon passage and approval.
