House Bill 2206 Summary

• Amends 21 O.S. 2011, Section 1685 relating to animal cruelty laws in Oklahoma.

• Removes the phrase "in subjugation or captivity" from the animal cruelty statute, broadening protection to apply to all animals regardless of their state or ownership.

• Elevates animal cruelty to a felony offense punishable by imprisonment in the Department of Corrections for up to 5 years, county jail for up to 1 year, or a fine up to $5,000.

• Defines prohibited conduct to include willful torture, destruction, killing, cruel beating, injury, maiming, mutilation, or deprivation of necessary food, drink, shelter, or veterinary care.

• Becomes effective November 1, 2013.
