Department of Human Services must issue a family impact statement for every proposed rule prior to or within 15 days after publication of the notice of proposed rule adoption.

Family impact statement may be modified after any hearing or comment period provided under the Administrative Procedures Act.

Family impact statement must address three specific questions: whether the rule encourages marriage or threatens marriage status; whether it encourages parenthood and commitment to children; and whether it helps families perform their functions or substitutes government activity for family functions.
