HB 2241 Summary

• Amends juvenile bureau statutes (10A O.S. 2011, Section 2-4-101) to require juvenile bureaus in counties with 80,000+ population to provide juvenile justice services including educational, vocational, medical, substance abuse treatment, and family strengthening programs to children, youth, and families within the juvenile court's jurisdiction.

• Defines "juvenile justice services" to encompass remedial services for children/youth, family support services, community-based diversion and prevention programs, and collaborative services with other juvenile justice agencies.

• Permits the Office of Juvenile Affairs and Board of Juvenile Affairs to continue contracting with designated Youth Services Agencies for service provision.

• Amends 20 O.S. 2011, Section 128 to establish that juvenile court case managers must be state employees with salaries paid from the State Judicial Fund, selected by the chief of the juvenile division with Oklahoma Supreme Court approval.

• Authorizes the Oklahoma Supreme Court to employ up to 10 full-time juvenile court case managers beginning July 1, 2014 (5 in Oklahoma County, 4 in Tulsa County, 1 in Washington County) and up to 5 additional case managers beginning July 1, 2015 in specified counties.
