• Amends 17 O.S. 2011, Section 53.1 to require the Corporation Commission to promulgate rules for operators of oil and gas wells to remove surface trash and debris from well sites and vicinity of operations.

• Defines "surface trash and debris" as all discarded material directly connected with drilling, producing, or exploration for hydrocarbons, including garbage, rubbish, junk, or scrap.

• Modifies existing statutory language by removing the phrase "prescribe and regulations" and replacing it with clearer language requiring operators to keep premises "free and clear" of trash and debris.

• Effective date: November 1, 2013.
