ENGROSSED HOUSE BILL NO. 2312 Summary

• Expands immunity from liability for licensed architects and professional engineers who voluntarily provide design services during declared emergencies caused by natural disasters or catastrophic events, including compensation for report production costs.

• Allows out-of-state licensed architects and engineers who are members of mobile support teams to inspect and placard structures for safety in Oklahoma during emergencies without requiring state licensure.

• Creates new immunity provisions for licensed engineers or architects with civil/structural expertise who attend state or federal disaster safety training and voluntarily produce risk-assessment reports recommending school hardening or safe refuge areas.

• Establishes mandatory municipal procedures for city- or state-owned building failures or collapses, requiring preservation of structures for investigation (except search/rescue), independent investigation by licensed engineers if fatalities occur, and provision of original design drawings for comparison.

• Effective date: November 1, 2014.
