Amends 47 O.S. 2011, Section 11-1114 to prohibit motor vehicle operators from allowing passengers to ride outside the passenger compartment on public streets, highways, or turnpikes.

Provides exceptions for passengers riding on private property, in parades or special events, or on the bed of a pickup truck if secured with a federally approved restraint system.

Sets penalties for violation at $10 fine plus $15 court costs, with no points assessed to the violator's driving record.

Becomes effective November 1, 2014.
