Authorizes school districts to educate students about the history of traditional winter celebrations and allow staff and students to offer traditional greetings, including "Merry Christmas," "Happy Hanukkah," and "Happy holidays."

Permits school districts to display scenes or symbols associated with traditional winter celebrations on school property, including menorahs, nativity scenes, and Christmas trees, subject to specific conditions.

Requires that any winter celebration display either include scenes or symbols from more than one religion, or include one religion's symbol alongside at least one secular scene or symbol.

Prohibits displays relating to traditional winter celebrations from including messages that endorse, favor, disfavor, or encourage adherence to any particular religious or nonreligious faith, belief, or perspective.

Effective date: September 1, 2014.
