• Amends Oklahoma's Uniform Controlled Dangerous Substances Act (63 O.S. 2011, Section 2-204) to add numerous synthetic drugs and chemical compounds to Schedule I controlled substances.

• Adds 83 hallucinogenic and synthetic substances to the prohibited list, including synthetic cannabinoids (JWH compounds), synthetic cathinones (bath salts), and various designer drugs like MDPV, mephedrone, and flunitrazepam.

• Includes exemptions for industrial uses of gamma-butyrolactone and related chemicals used in legitimate manufacturing, pesticides, and production processes, with Director authority to grant additional exemptions after notice and hearing.

• Expands cannabis-related prohibitions to include tetrahydrocannabinols (THCs) and synthetic equivalents with similar chemical structure and pharmacological activity.

• Effective date: November 1, 2014.
