Amends 21 O.S. 2011, Section 843.5 to redefine child abuse, child neglect, child sexual abuse, and child sexual exploitation by removing references to Title 10A Oklahoma Statutes and providing direct statutory definitions.

Defines "child abuse" as harm or threatened harm to the health, safety, or welfare of a child under 18 years of age, including willful or malicious injury, torture, or maiming.

Establishes penalties for child abuse, enabling child abuse, child neglect, enabling child neglect, child sexual abuse, enabling child sexual abuse, child sexual exploitation, and enabling child sexual exploitation, with sentences ranging up to life imprisonment.

Creates mandatory minimum of 25 years to life imprisonment for sexual abuse or sexual exploitation of children under 12 years of age.

Adds clarification that the law does not prohibit parents or guardians from using reasonable and ordinary force in accordance with Section 844 of Title 21, and declares an emergency effective upon passage and approval.
