HB 2352 Summary

• Amends 70 O.S. 2011, Sections 4103 and 4104 to create an accreditation exemption for religious, theological, or faith-based educational institutions that meet specified criteria.

• Religious institutions seeking the exemption must annually verify and submit evidence that they: have a religious name/modifier, offer only religious vocation programs, include religious modifiers on all degree titles, maintain program duration consistent with state standards, and follow state consumer practice requirements.

• Prohibits religious institutions from distributing marketing or advertising materials claiming endorsement from the State of Oklahoma, the Oklahoma State Regents for Higher Education, or any other state agency regarding their education, degrees, or institutional standing.

• Allows the Oklahoma State Regents for Higher Education to issue a letter confirming that exempt institutions meet state law requirements and are not subject to governmental oversight.

• Becomes effective July 1, 2014, with an emergency clause allowing immediate implementation upon passage and approval.
