• Designates State Highway 70B from Kingston's southern municipal limits south to the junction with Apple Street as the "2nd Lt. Joe Lee Cunningham Memorial Highway"

• Designates the portion of State Highway 58 between Interstate 40 and E980 county road as "Fire Chief Nolan Schmidt Highway"

• Designates the bridge on State Highway 18 crossing the Cimarron River north of Cushing as the "Sheriff Frank Phillips Memorial Bridge"

• Requires the Department of Transportation to place suitable permanent markers on each designated highway and bridge

• Becomes effective November 1, 2014
