Amends 27A O.S. 2011, Section 2-7-123 regarding the Oklahoma Hazardous Waste Management Act to modify permit notice and remediation requirements.

Requires the Department of Environmental Quality to file recordable notices in county land records for hazardous waste permits and CERCLA-related remediation actions, including legal descriptions and engineering controls.

Establishes "Good Samaritan" liability protections for eligible persons conducting approved voluntary remediation or water pollution abatement projects at historical, orphaned, or Department-approved mining sites if implemented according to an approved plan.

Exempts Good Samaritans from liability for costs, damages, and administrative or civil penalties, with exceptions for parties who caused the pollution, received compensation beyond expenses, engaged in gross negligence or reckless conduct, or discharged pollutants without required NPDES permits.

Effective date: November 1, 2014.
