HB2400 Summary

• Creates the Oklahoma Health Care Cost Reduction and Transparency Act of 2014 to increase transparency in healthcare pricing and reduce costs.

• Requires hospitals billing Medicaid to report quarterly (beginning June 30, 2015) pricing information for the 100 most frequent inpatient diagnostic-related groups, including self-pay charges, Medicaid reimbursement, and Medicare reimbursement to the State Department of Health.

• Requires hospitals and ambulatory surgical facilities to report (beginning September 30, 2015) total costs for the 100 most common surgical procedures and 50 most common imaging procedures performed in outpatient settings to the Department.

• Mandates the State Department of Health publish this pricing data on its website while protecting patient privacy; designates facility-submitted data as facility property and consolidated/analyzed data as state property.

• Requires hospitals and ambulatory surgical facilities to provide pricing information to patients in writing within 3 business days upon request; effective date is November 1, 2014.
