Modifies the calculation of high school graduation rates by amending 70 O.S. 2011, Section 3-151.1 to change which type of diploma counts toward the four-year adjusted cohort graduation rate.

Changes the definition so only students earning a "standard high school diploma" count as graduates, excluding students with GED credentials, certificates of attendance, or alternative awards.

Specifies that students must be confirmed in writing to have transferred to schools or programs culminating in a standard diploma recognized by a state or private higher education institution accredited by the Oklahoma State Regents for Higher Education.

Becomes effective July 1, 2014, and declares an emergency so the act takes effect upon passage and approval.
