HB 2419 Summary

• Amends Oklahoma firearms laws (21 O.S. Sections 1272 and 1277) to allow Oklahoma Legislature members to carry firearms in state buildings, including the State Capitol Building and Capitol Complex.

• Permits legislators with a valid handgun license under the Oklahoma Self-Defense Act or CLEET certification to carry concealed or unconcealed handguns in state buildings where such carry is otherwise prohibited.

• Adds "living history reenactment" as a permitted exception to unlawful carry laws, defined as depiction of historical characters or events using period firearms and clothing for entertainment or education.

• Maintains existing prohibitions on handgun carry in other locations such as courthouses (except for authorized judges), schools, prisons, and sports arenas, with carve-outs for designated parking areas and fairgrounds.

• Effective date: November 1, 2014.
