• Prohibits state agencies and employees from aiding enforcement of provisions of the Patient Protection and Affordable Care Act (ACA) that exceed federal constitutional authority.

• Authorizes the Oklahoma Attorney General to bring legal actions against entities harming persons through ACA implementation, with mandatory 3-day notice before proceeding.

• Allows Oklahoma residents to deduct the full amount of federal individual mandate taxes or penalties paid under 26 U.S.C. Section 5000A from their state income taxes.

• Prohibits the state and political subdivisions from establishing or participating in health care exchanges (whether governmental or nonprofit), and prevents state entities from accepting related federal grants.

• Voids and makes unenforceable any health insurance contracts purchased or established in violation of these provisions; prohibits state participation in involuntary in-home visitation programs under the ACA.
