HB2426 Summary

• Grants the Oklahoma Corporation Commission power and duty to establish, administer, and enforce safety standards for natural gas pipelines, crude oil pipelines, petroleum product pipelines, and hazardous liquid pipelines.

• Standards apply to pipelines located on both public and private lands.

• Requires pipeline operators to conduct regular inspections and maintain a scheduled maintenance program as established by the Commission.

• Mandates buried pipeline operators take practicable steps to protect pipelines from washouts, floods, unstable soil, landslides, and other hazards that could cause exposure or movement.

• Requires operators to recover any buried pipeline that becomes uncovered or exposed within a reasonable timeframe after notification, with timeframe to be established by the Commission; effective November 1, 2014.
