• Amends 11 O.S. 2011, Section 37-119 to require written water contracts for entities outside municipality corporate limits be subject to annual review of rates and terms.

• Modifies contract language from requiring rate modifications to allowing them, while maintaining nondiscriminatory allocation of rate changes between municipal customers and outside purchasers.

• Requires outside water purchasers to share responsibility for municipal water system costs to the same extent as municipal customers, including potential capital improvement costs.

• Maintains that outside purchasers remain subject to any municipal water rationing programs.

• Effective date: November 1, 2014.
