HB2459 Summary

• Prohibits persons under 16 years old from driving motorcycles, motor-driven cycles, motorized scooters, motorized bicycles, or electric-assisted bicycles while carrying any passenger.

• Allows operators aged 16 and older to carry passengers only if the passenger is at least 5 years old.

• Requires vehicles to have wheel diameter of at least 12 inches and be factory-designed with either a double seating device with foot rests or a sidecar attachment providing separate seating.

• Prohibits riders from holding onto moving vehicles for propulsion and prevents operators from passing other vehicles between lanes of traffic (except authorized emergency vehicles).

• Becomes effective November 1, 2014.
