Expands immunity for licensed architects and professional engineers who voluntarily provide services during declared national, state, or local emergencies caused by natural disasters or catastrophic events.

Clarifies that acceptable compensation includes expense reimbursement and cost of producing reports, explicitly excluding compensation for time or effort involved in producing the report.

Extends immunity protection to out-of-state licensed architects and professional engineers who are members of mobile support teams and provide services upon request by the Governor.

Maintains that immunity does not cover gross negligence or willful or wanton misconduct in rendering emergency professional services.

Effective date: November 1, 2014.
