• Requires expenditure data be provided in downloadable, open-structured format accessible to the public at no cost, including detailed information on state, federal, and local fund spending.

• Mandates disclosure of specific data including school district identification, OCAS codes, recipient entity names, expenditure amounts, transaction types, credit card statements by department, budgeted vs. audited figures, and per-pupil spending calculations.

• Requires school district websites to provide the same expenditure information in the prescribed open-data format if the district maintains a website.

• Becomes effective November 1, 2014.
