Amends Oklahoma liquor law (37 O.S. 2011, Section 521) to modify brewer license authority, allowing breweries to serve free samples of beer to visitors age 21+ (maximum 12 fluid ounces per day, between 10 a.m. and 9 p.m., in designated areas).

Beer samples served by breweries are classified as "removed or withdrawn from the brewery" for excise tax purposes rather than as a "sale" under the Oklahoma Constitution.

Modifies mixed beverage license provisions (Section 537.1) to permit non-restaurant mixed beverage licensees to offer spirits in original retail containers for on-premises consumption only, with containers prohibited from being removed from licensed premises.

Restaurants, hotels, motels, and bottle clubs retain existing authority to permit removal of partially consumed wine bottles and member-owned beverages.

Bill becomes effective November 1, 2014.
