Amends 47 O.S. 2011, Section 1135.2 to establish and regulate special license plates for Oklahoma vehicle owners.

Exempts Purple Heart Recipient License Plates from the standard $8.00 special license plate fee.

Authorizes the Oklahoma Tax Commission to design and issue 46 types of special license plates recognizing military service, veteran status, civic organizations, and official positions.

Specifies eligibility requirements for each license plate type, including proof of military service, organizational membership, or official status.

Becomes effective November 1, 2014.
