• Permits creditors who take assignment of a debt in the ordinary course of business prior to default to bring small claims actions, exempting them from the restriction on collection agencies and assignees.

• Maintains the prohibition on collection agencies and collection agents from bringing small claims actions, with limited exceptions for health care providers suing insurers for accident and health insurance benefits.

• Effective date: November 1, 2014.
