Amends 3A O.S. 2011, Section 203.3 to authorize the Oklahoma Horse Racing Commission's executive director to purchase and maintain motor vehicles, purchase and issue uniforms for law enforcement officers, and purchase necessary equipment for all Commission employees.

Amends 47 O.S. 2011, Section 156 to add the Oklahoma Horse Racing Commission to the list of state entities authorized to purchase passenger automobiles and buses with public funds.

Requires all uniforms and equipment purchased to be used only for official duties and remain the property of the Oklahoma Horse Racing Commission.

Becomes effective November 1, 2014.
