HB 2535 Summary

• Establishes the Oklahoma Early College Scholarship Program administered by the Oklahoma State Regents for Higher Education for students graduating from public high school in three years or less.

• Eligible students must be Oklahoma residents, complete high school requirements in three years or fewer, and enroll full-time within one year at an Oklahoma higher education institution or accredited private college.

• Scholarship amount calculated as 80% of the state's statewide average per-student allocation of State Aid, paid in two equal installments (fall and spring semesters), and applied first to tuition and fees with any balance remitted to the student.

• Institutions must submit eligible student names by specified dates; State Department of Education calculates total scholarship costs and transfers necessary funds to State Regents by October 15 (first semester) and March 15 (second semester).

• Effective July 1, 2014, with emergency provisions allowing immediate implementation.
