• Amends Oklahoma law on transmission of obscenity and child pornography to define and establish penalties for juveniles under 18 who send explicit material of themselves or other minors via electronic media.

• Creates three tiered misdemeanor penalties based on circumstances: sending material of minors over 13 with consent to 5 or fewer recipients ($500 first offense); without consent or to 6+ recipients ($700 first offense); or of minors 13 or younger ($900 first offense).

• Establishes affirmative defense for juveniles who received unsolicited explicit material and did not forward it except to report to school or law enforcement authorities.

• Requires courts to order participation in educational programs or delinquency prevention and diversion programs, with discretion to require parents/guardians to attend.

• Effective date: November 1, 2014.
