• Modifies late filing fees for campaign contributions and expenditure reports, removing the "up to" language to establish fixed fee amounts ($100/day for candidates, up to $1,000 total; $1,000/day for ballot measure committees, up to $10,000 total).

• Requires campaign contributions and expenditure report amendments to be filed electronically and clearly identify all authorized changes or corrections made to previously filed reports.

• Prohibits state officers, state employees, and their immediate family members from requesting or receiving anything of value from lobbyists, persons seeking to do business with their agency, or those with economic interests in matters before their agency.

• Changes contribution requirements to mandate that contributions over $50 (other than in-kind) from non-individuals be delivered by United States mail or by a committee officer.

• Eliminates reporting requirements for lobbyists regarding gifts to state officers and employees, replacing them with an outright prohibition on giving things of value to state officers and employees.

• Effective date: November 1, 2014.
