HB 2576 Summary

• Prohibits notary publics and their agents from requesting absentee ballots on behalf of other voters, assisting voters in requesting absentee ballots (except household members), receiving absentee ballots by mail for others (except household members), or submitting completed absentee ballots for others.

• Requires notary publics to maintain a log of all absentee ballot affidavits notarized for at least 2 years after the election date.

• Limits notary publics to notarizing a maximum of 20 absentee ballot affidavits per election, with exceptions available through written approval from the county election board secretary.

• Mandates that if more than 10 absentee ballots for a single election are requested to be mailed to one address, the county election board secretary must immediately notify the district attorney and Secretary of State Election Board (with exceptions for nursing homes, veterans centers, medical facilities, multi-unit housing, and uniformed/overseas voters).

• Applies these provisions only to elections conducted by county election boards or the State Election Board, effective November 1, 2014.
