Amends 70 O.S. 2011, Section 1210.545 to modify Oklahoma's annual school testing program reports to serve as part of the education accountability system for informing Oklahoma taxpayers.

Requires annual reports to include student achievement results and performance descriptions from schools that directly or indirectly receive state financial support, including schools participating in the Lindsey Nicole Henry Scholarships for Students with Disabilities Program.

Maintains existing school grading system (A through F grades) based on whole school performance (50%), whole school growth (25%), and growth in bottom quartile students (25%), plus bonus points for attendance and advanced coursework.

Requires State Board of Education to prescribe report design and content, including performance descriptions of all participating schools and student populations, while maintaining confidentiality of individual student records.

Effective July 1, 2014, with emergency clause allowing immediate effect upon passage and approval.
