Establishes Office of Juvenile System Oversight authority to receive complaints from foster parents alleging retaliation or discrimination by Department of Human Services or child-placing agency employees, and forwards complaints to Office of Client Advocacy for investigation.

Requires Office of Client Advocacy to investigate complaints of threats to remove children, harassment, refusal to place children, or disrupted placements as retaliation against foster parents who filed grievances, provided information to state officials, or participated in investigations.

Mandates foster parents receive bill of rights annually and notification of grievance procedures at time of child placement; requires resolution of grievances within 60 days.

Designates one central office employee to receive and process foster care grievances and requires Office of Client Advocacy and Office of Juvenile System Oversight to compile annual report to Oklahoma Legislature on complaint data.

Declares an emergency, making the act effective immediately upon passage and approval.
